S OF INTERSECTION WITH ST RTE 177 BARNES CORNERS, NY 13626 Application ID: 6-2348-00015/00001 Permits(s) Applied for: 1- Article 17 Titles 7 & 8 Industrial SPDES - Groundwater Discharge Project is located: in PICKNEY in LEWIS COUNTY Project Description: New York State Department of Environmental Conservation (DEC) received an application for a State Pollutant Discharge Elimination System (SPDES) permit for a proposed discharge from the applicant facility located in the Town of Pinckney. This facility proposes to discharge 600 gallons per day of treated vehicle rinse water into groundwater. Treatment consists of an oil/water separator. DEC has made a tentative determination to issue a SPDES permit under Article 17 of the Environmental Conservation Law. Effluent limitations and monitoring requirements have been developed and a draft permit prepared. The draft permit, engineering reports and plans are available for review. The discharge of treated sanitary wastewater from the facility is not covered under the terms of this draft permit. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed. SEQR Lead Agency Pinckney Town Planning Board State Historic Preservation Act (SHPA) Determination The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt for the activity being reviewed in accordance with federal historic preservation regulations. DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29) It has been determined that the proposed action is not subject to CP-29. Availability For Public Comment Comments on this project must be submitted in writing to the Contact Person no later than 04/24/2015 or 30 days after the publication date of this notice, whichever is later.
