CITY OF WATERTOWN NOTICE OF 30-DAY PUBLIC COMMENT PERIOD FOR THE DRAFT PROGRAM YEAR 2015 ANNUAL ACTION PLAN Notice is hereby given that the City of Watertown (the City) has prepared its Draft Annual Action Plan for Program Year 2015 for its Community Development Block Grant (CDBG) Program. The publication of this notice is the beginning of the 30-day public review period required under Federal Regulation 24 CFR 91.105 (b) (2). The public review and written comment period begins on April 1, 2015 and concludes on April 30, 2015. The City's draft plan identifies how the City intends to use CDBG funds provided by the U.S. Department of Housing and Urban Development (HUD). The Annual Action Plan covers Program Year 2015. The primary strategy of the City's Annual Action Plan is to improve livability of the City's residential neighborhoods inhabited by low and moderate income persons. The plan proposes to do this by improving the quality of the housing stock and improving public infrastructure. For Program Year 2015 the City proposes the utilization of grant funds to implement programs and activities as follows: 2015 Community Development Block Grant Program Budget Sources PY2015 Entitlement Grant $784,662.00 Total Funds Available for Allocation $784,662.00 Uses Owner Occupied Rehab Program $370,000.00 Rental Rehab Program $120,000.00 Near East and East Target Area Sidewalk Project Phase 1 $90,000.00 Near East Target Area Playground Improvement Project $90,000.00 Huntington Street Tree Project $8,000.00 ADA Accessible Sidewalk Ramp Construction Project Phase 1 $52,000.00 Planning and Administration $54,662.00 Total Funds Proposed for Allocation $784,662.00 Full copies of the Annual Action Plan are available for public viewing at the City Clerk's Office or City Planning Office located at 245 Washington St., at the Roswell P. NOTICE OF ADOPTION OF RESOLUTION FANCHER-HULBERTON-MURRAY FIRE DISTRICT NOTICE IS HEREBY GIVEN that the following resolution was duly adopted by the Board of Fire Commissioners of the Fancher-Hulberton-Murray Fire District at a special meeting thereof duly noticed and held on March 26, 2015: RESOLVED, that the Board of Fire Commissioners of the Fancher-Hulberton-Murray Fire District hereby authorizes the expenditure of an amount not to exceed $144,000 from the General Reserve Fund heretofore established by said Fire District, to be utilized towards the purchase of a new rescue truck at a total cost not to exceed $172,175, with the balance of the purchase price to be paid from current funds; and it is FURTHER RESOLVED, that this resolution shall be subject to referendum on petition in accordance with the provisions of the General Municipal Law of the State of New York and shall not take effect until thirty (30) days after its adoption, nor until approved by the affirmative vote of a majority of the qualified electors of the Fancher-Hulberton-Murray Fire District voting on a proposition for its approval, if, within thirty (30) days after the adoption of this resolution, there is filed with the Secretary of the Fire District a petition signed and acknowledged or proved in the same manner as a deed to be recorded, by resident taxpayers of the Fire District owning taxable real property aggregating at least one-quarter of the assessed valuation of all the taxable real property of the Fire District, as appearing on the latest completed assessment roll of the Town of Murray, protesting against such resolution and requesting that it be submitted to a vote.
