NOTICE OF SPECIAL SCHOOL DISTRICT MEETING AND ABSENTEE BALLOTS Lowville Central School District Lewis County, New York PLEASE TAKE NOTICE that a Special School District Meeting of the Lowville Central School District, Lewis County, New York, will be held on November 18, 2014 (the "Election Date") at 12:00 noon, at the High School Auditorium Lobby, in Lowville, New York, at which the polls will be kept open between the hours of 12:00 noon and 8:00 o'clock P.M., Prevailing Time, for the purpose of voting by voting machine upon the following bond proposition: BOND AND SITE DESIGNATION PROPOSITION Shall the following resolution be adopted, to wit: RESOLVED, shall the Lowville Central School District, Lewis County, New York, be authorized to reconstruct facilities at the Lowville Academy Campus, including site acquisition of a parcel of land contiguous to said Campus at 5422 Bostwick Street, having Tax Map ID No. 212.07-05-11.00 to serve as part of the site thereof and hereby designated for school purposes, together with original furnishings, equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses in connection therewith, at a maximum estimated cost of $11,000,000, and that $1,300,000 Capital Reserve Fund and $200,000 of other available monies shall be used to pay a portion thereof, and that the remaining $9,500,000 of the maximum estimated cost thereof, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued. NOTICE IS HEREBY FURTHER GIVEN that due to space constraints on the voting machines, said proposition may be presented in substantially the following abbreviated form on the ballot labels of the voting machines used at such School District Meeting: BOND PROPOSITION Shall the following resolution be adopted, to wit: RESOLVED, that the Lowville Central School District, New York, is hereby authorized to reconstruct the Lowville Academy Campus facilities, including site acquisition of contiguous land for said campus hereby designated for school purposes and incidental expenses at a maximum estimated cost of $11,000,000, and that $1,300,000 Capital Reserve Fund and $200,000 of other available monies shall be used to pay a portion thereof, and that the remaining $9,500,000, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued. SEQRA DETERMINATION: The building reconstruction capital project, and the acquisition of a parcel of land herein described have been determined to be a Type II Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act ("SEQRA"), the implementation of which as proposed, such regulations provide will not result in a significant environmental impact. The School District has acted as lead agency under the State Environmental Quality Review Act regulations of the State of New York. The SEQRA materials are on file in the Office of the School District Clerk and available for public inspection during regular business hours. ABSENTEE BALLOTS: NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots may be applied for at the office of the School District Clerk. PROPOSAL NUMBER ONE, AN AMENDMENT Revising State’s Redistricting Procedure The proposed amendment to sections 4 and 5 and addition of new section 5-b to Article 3 of the State Constitution revises the redistricting procedure for state legislative and congressional districts. The proposed amendment establishes a redistricting commission every 10 years beginning in 2020, with two members appointed by each of the four legislative leaders and two members selected by the eight legislative appointees; prohibits legislators and other elected officials from serving as commissioners; establishes principles to be used in creating districts; requires the commission to hold public hearings on proposed redistricting plans; subjects the commission’s redistricting plan to legislative enactment; provides that the legislature may only amend the redistricting plan according to the established principles if the commission’s plan is rejected twice by the legislature; provides for expedited court review of a challenged redistricting plan; and provides for funding and bipartisan staff to work for the commission. Shall the proposed amendment be approved? PROPOSAL NUMBER TWO, AN AMENDMENT Permitting Electronic Distribution of State Legislative Bills The proposed amendment to section 14 of Article 3 of the State Constitution would allow electronic distribution of a state legislative bill to satisfy the constitutional requirement that a bill be printed and on the desks of state legislators at least three days before the Legislature votes on it. It would establish the following requirements for electronic distribution: first, legislators must be able to review the electronically-sent bill at their desks; second, legislators must be able to print the bill if they choose; and third, the bill cannot be changed electronically without leaving a record of the changes.
