NOTICE OF NEPA PUBLIC HEARING AND NOTICE OF AVAILABILITY OF DRAFT DESIGN REPORT NEW YORK STATE DEPARTMENT OF TRANSPORTATION PROJECT IDENTIFICATION NO. 7034.09 NY ROUTE 345/COUNTY ROUTE 35 INTERSECTION IMPROVEMENT PROJECT TOWN OF POTSDAM, ST. LAWRENCE COUNTY In accordance with the provisions of Title 23, U.S. Code, Section 128 and Title 40, Code of Federal Regulations, Parts 1500 to 1508; a design public hearing will be conducted by the Department of Transportation for the NY Route 345/County Route 35 Intersection Improvement Project on Thursday, May 7, 2015, 6:30 p.m. at the West Potsdam Fire Department Bingo Hall, 49 Blanchard Road, Potsdam, New York 13676. The proposed project is approximately 0.6 miles in length along NY Route 345 in the Town of Potsdam, St. Lawrence County. On Route 345, the proposed reconstruction begins approximately 0.3 miles northwest of the County Route 35 intersection and ends approximately 0.3 miles southeast of the County Route 35 intersection. On County Route 35, the proposed reconstruction begins approximately 300 feet south of Route 345 and ends approximately 1000 feet north of Route 345. The proposed project includes reconstruction of the highway with wider lanes and shoulders and changes to the profile of the highway to improve sight distance. Design plans for the project have been developed by the Department after coordination with Federal, State and local agencies and will be available for inspection at the public hearing. At the public hearing, the engineering, social, environmental, and economic aspects of the project will be covered briefly in a formal presentation. The project is classified as a National Environmental Policy Act (NEPA) Class II, D List Categorical Exclusion. Department representatives will be on hand one hour prior to the start of the hearing to discuss the project and answer any questions. The official NEPA public hearing will begin at 6:30 p.m. Tentative schedules for right-of-way acquisition and construction will be discussed. Information will also be available regarding the property acquisition process. The project under consideration may include construction which affects wetlands covered by Executive Order 11990 of the President of the United States dated May 24, 1977, "Protection of Wetlands." Maps, drawings and other pertinent information developed by the State and written views received as a result of the coordination with Federal, State and local agencies will be available for public inspection and copying at the Office of the Regional Director, New York State Department of Transportation, 317 Washington Street, Watertown, NY 13601. The Draft Design Report will be available locally and online (www.dot.ny.gov), two weeks prior to the public hearing. All interested persons will be given the opportunity to express their views concerning the economic and social effects of the design plans, their impact on the environment and their consistency with the goals and objectives of such planning as has been promulgated by the community. The proceedings will be recorded. Persons may file written statements and other exhibits, in place of, or in addition to, oral statements made at the public hearing. Written statements submitted at the hearing, or mailed and received before Thursday, May 21, 2015 at the Regional Director's Office, will be made part of the record. Those property owners who may subsequently wish to challenge condemnation of their property via judicial review under the Eminent Domain Procedure Law (EDPL) may do so only on the basis of issues, facts, and objections raised at the public hearing. Shall the Board of Education make renovations and improvements to the School Building, including reconstruction or repair of bathrooms, electrical, plumbing, and HVAC systems; energy-efficiency improvements including window replacements; health and safety improvements; replacement of original furnishings, fixtures and equipment; site improvements; architectural fees and all other necessary costs incidental to such work at a total estimated cost not to exceed $6,770,000 and obtain the necessary funds by using any available state aid and the levy of a tax hereby voted in the amount of $6,770,000 upon the taxable property of the School District to be collected in annual installments in such years and in such amounts as the Board of Education shall determine and in anticipation of such tax bonds and notes of the District are hereby authorized to be issued at one time, or from time to time, in the principal amount not to exceed $6,770,000 and a tax is hereby voted to pay the interest on said obligations when due. 5. If the proposition set forth at number “4.” passes, shall the Board of Education make renovations and improvements to District athletic fields, stadium bleachers, press box, and related parking lots including site improvements, original furnishings, fixtures and equipment for such purposes, architectural fees, and all other necessary costs incidental to such work at a total estimated cost not to exceed $3,210,500 and obtain the necessary funds by using any available state aid and the levy of a tax which is hereby voted in the amount of $3,210,500, which shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds and notes of the District are hereby authorized to be issued at one time, or from time to time, in the principal amount not to exceed $3,210,500 and a tax is hereby voted to pay the interest on said obligations when due. 6. To authorize the Board of Education to levy an annual tax on behalf of the Canton Free Library in the amount of $50,000, in addition to the existing annual tax of $96,000, for a total annual sum of $146,000. 7. To adopt any other propositions for voter approval. AND FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2015-2016, exclusive of public monies, may be obtained by any resident of the District during business hours beginning April 30, 2015, in the District Office.
